Platform and Priorities for the District

My main priority is to ensure a sustainable economy, implement climate solutions at a local, County and regional level, and to ensure access to affordable health care, housing, transportation and quality education for all.  That includes supporting local agriculture, ensuring the transition to a renewable energy economy with storage and efficiency, sound solid waste management and fair labor practices that guarantee a living wage and good benefits to our entire workforce.

I bring years of experience and specific knowledge and expertise in many areas to the Ulster County Legislature.  I am actively seeking one more term to ensure the work that I have started, and is well underway, is implemented or well positioned to be completed during my next and last term in office.

Qualifications for Legislature

After serving on the Rosendale Town Board for 8 years, I have served on the Ulster County Legislature representing District 19 since 2014.  I also served as the Ulster County Recycling Coordinator for the UCRRA for 10 years, helping to take our recycling rate from 4% to 40% in a decade, was a Critical Care Nurse for 22 years, and the Environmental Action Director for Hudson River Sloop Clearwater for 23 years.

I think it is very important to focus on creating collaborative solutions, which are based on the best science and economics available.  We also need to protect voters' rights and and prevent discrimination or unfair treatment of immigrants and others.  I support diversity, equity and inclusion for all.

Qualifications for Legislature
I bring international, federal, and local leadership experience across  public and private sectors and will serve our community with empathy,  energy, and expertise. I have led major initiatives supporting small  business growth, economic empowerment, women’s reproductive rights, and  HIV/AIDS prevention. I’ve built coalitions and partnerships at scale.  Over the past 20 years,  I’ve held leadership roles in public policy,  product management, and partnerships at companies including Intuit,  Stripe, and Wise. I run a consultancy advising entrepreneurs on building  products and scaling businesses. I serve on the Marbletown Democratic  Committee, where I co-chair the Communications Sub-Committee and lead  voter registration, GOTV events, and canvassing.


Platform and Priorities for the District

I’m ready to bring in a new generation of leadership to  ensure Ulster County is affordable, provides opportunity and economic  growth for everyone who lives here, and is a place that protects our  environment while investing in renewable energy for generations to come.  


With over $50 million of the County’s budget dependent  on at-risk federal funding—plus $2.4 billion going directly to our  people in Social Security, Medicare, and Medicaid— our community will  face much harsher challenges than we’re used to.  We need a new strong,  proven leader who will unite people, solve complex challenges and really  listen with empathy. 


We will:
- Increase affordable housing for homeowners and renters
- Advance economic development by supporting small businesses, farmers, and creatives
-  Protect our environment by investing in renewable energy, reducing  energy costs, and preparing for     climate disasters – and dealing with our  county’s urgent waste crisis
- Ensure access to quality healthcare and social services for those who need it most
- Improve the quality and reach of public transportation


Special Message to Voters

Through working across many public and private sectors, I’ve learned the  importance of results, empathy, and finding common ground. I will  advocate for our environment while also prioritizing the two biggest  issues we face: (1) the affordability crisis and (2) creating economic  opportunity. If you too believe in this future, please vote on June 24  for a new path forward at the Democratic Primary.

This past February, I was officially endorsed by the Ulster County  Democratic Party by a supermajority of the vote over the incumbent. Platform and Priorities for the District


✭ Affordable housing. I will seek ways to streamline and improve the planning board

approval process for applications that include affordable units.

✭ Workforce development goes hand in hand with any housing initiative. It’s at the

root of housing. The County needs a multi-prong plan to attract employment that enables our constituents to save money and afford a home or, if they rent, not to have to live paycheck to paycheck. 

✭ Support County legislative efforts that better represent people of color and

those who are marginalized.  I’ll support expanding restorative justice programs

for more humane and effective law enforcement results.

✭ Work with legislators and community leaders to develop expanded programs

that effectively serve our unhoused population as well as to create a broader,

interconnected county network of emergency shelters for extreme weather events.

✭ Develop a micro-transit system providing discount vouchers to ride sharing services so l residents can get to shopping and important appointments. 

✭ Further efforts that protect our climate, tenants, members of our LGBTQIA+ community and people of color.

✭ Update and expand our crumbling water and sewer infrastructure to meet current and future demands of increased housing.

✭ As our population age, we must create an effective framework of care to handle the need for affordable assisted living facilities, allow for aging in place and home care support.

✭ We must continue finding ways to keep fentanyl and other life threatening drugs

out of our communities. I continue to support existing Mental Health and Sheriff Department programs such as ORACLE.

✭There is a volunteer firefighter and EMS shortage in this County. We

must find ways of increasing volunteers for emergency agencies.  Volunteer firefighters save our

County millions of dollars and the state more than $3 billion in taxpayer funds yearly


Special Message to Voters


Our lives in the County are threatened by grave federal funding cuts. This impacts

everyone, whether young or old. Cuts are proposed across the board to housing,

environmental protections, the rights of seniors. Transportation, veteran services, food,

heat --  essentials are on the table.


My wife, June Omura Wheeler, is an English teacher who periodically adjuncts at SUNY-New Paltz and is currently the dance teacher at Monticello High School; she spends her volunteer time and energy as board Vice President of Elting Memorial Library. Our twin daughters are seniors in college, with

Emilyn majoring in Public Policy and Urban Studies at NYU and Kira majoring in Environmental Sciences at Vassar. Our youngest child, Henry, is a freshman at the University of Rochester studying Music and Computer Engineering. All three  are graduates of the New Paltz Central School District.
